CCSO Leads the Way on Supervisor Transfer Reform – Jorge Robles, Parole Chapter President
CCSO Members,
I am pleased to share a significant milestone in one of CCSO’s highest priorities—establishing a fair, transparent, and consistent supervisor transfer process within the California Department of Corrections and Rehabilitation (CDCR).
On July 1, 2026, California State Senator Bob Archuleta (Senate District 30), CDCR Secretary Jeff Macomber, and I participated in a productive meeting to discuss CCSO’s proposal for supervisor transfers. I was honored to represent CCSO during this important discussion after being entrusted by the CCSO Executive Board to lead this initiative on behalf of our supervisor membership.
For many years, supervisor transfers have been an issue affecting supervisors throughout CDCR. CCSO has taken the lead in advancing this important reform by developing a comprehensive proposal, engaging directly with the Department leadership, and working collaboratively with legislative partners to move this initiative forward. We believe supervisors deserve a fair, transparent, and consistent opportunity for career mobility while preserving the Department’s operational needs and management discretion.
During the discussion, we emphasized that a supervisor transfer process is about much more than changing work locations. It is an investment in employee wellness, work-life balance, morale, professional development, succession planning, employee retention, recruitment, and organizational effectiveness. A transparent transfer process helps retain experienced supervisors, reduces burnout, strengthens leadership development, and enhances CDCR’s ability to recruit
and retain talented supervisors throughout the state.
Senator Archuleta emphasized to Secretary Macomber that supervisor transfers are important to him and reaffirmed his strong support for pursuing this initiative. He also acknowledged that CCSO has been a trusted partner and friend to his office in advancing issues affecting CDCR supervisors and public safety professionals.
As part of the discussion, Senator Archuleta proposed that CDCR consider implementing a pilot supervisor transfer program before expanding it statewide. This practical approach would allow the Department to evaluate the process, measure its effectiveness, and make any necessary refinements prior to statewide implementation.
Secretary Macomber acknowledged the positions presented by both Senator Archuleta and CCSO. He stated that he understands the concerns and objectives behind this proposal and advised that he will be discussing the concept with his executive management team. Secretary Macomber further committed to providing CCSO with a follow-up within the next 30 days regarding the outcome of those discussions.
While today’s meeting does not represent a final decision, it marks a significant milestone in CCSO’s efforts to establish a supervisor transfer process within CDCR. The opportunity to present our proposal directly to CDCR Secretary Jeff Macomber, together with the support of California State Senator Bob Archuleta (Senate District 30)—a highly respected leader in the California Legislature who serves in key leadership roles and on influential policy committees—underscores the significance of this initiative and the credibility CCSO has earned through thoughtful advocacy, collaboration, and professionalism.
I am truly grateful to the CCSO leadership for the confidence they placed in me to lead this effort. This achievement is not about one individual—it reflects the dedication of our entire leadership team and our collective commitment to improving the careers and working conditions of supervisors across California. I also extend my sincere appreciation to Senator Archuleta for his continued leadership and unwavering support of CCSO and its members.
CCSO remains committed to advocating for meaningful reforms that benefit supervisor members while strengthening CDCR as a whole. We will continue working collaboratively with Secretary Macomber, his executive team, and Senator Archuleta’s office as this initiative progresses, and we will keep our membership informed every step of the way.
Today’s meeting is another example of CCSO turning ideas into action. While there is still work ahead, we are encouraged by the progress made and remain committed to seeing this initiative through on behalf of every CCSO supervisor.
