CALHR AGAIN EXCLUDES SUPERVISORS FROM BENEFITS EXTENDED TO RANK-AND-FILE EMPLOYEES
Effective July 31, 2026, CalHR has approved new Compensating Time Off (CTO) provisions for Bargaining Unit 6 employees. Unfortunately, CCSO has learned that these benefits have not been extended to CCSO-represented SO6 supervisors. Under the new provisions applicable to BU 6 employees:
- Employees may accrue up to 240 hours of CTO.
- Employees are eligible to accrue CTO only if they have less than 640 hours of combined Vacation and/or Annual Leave when the overtime request (CDCR Form 998) is submitted and processed.
- Form 998 requests submitted after the third working day of the month will not be accepted for CTO conversion and will not be processed retroactively.
- Eligibility will be verified by institutional Timekeeping/Personnel staff during the overtime processing cycle.
It is important to note that Title 2, California Code of Regulations, section 599.705.1, specifically addresses Compensating Time Off (CTO) for excluded employees, recognizing CalHR’s authority to establish CTO provisions for supervisors and other excluded employees. The regulation provides that excluded employees may receive CTO in lieu of cash compensation and establishes the framework governing CTO administration for excluded employees. Despite this existing regulatory authority, CalHR has once again chosen to extend enhanced CTO benefits to rank-and-file employees while excluding SO6 supervisors from receiving the same consideration.
While these changes provide additional flexibility and benefits for rank-and-file employees, CalHR has once again failed to extend the same consideration to supervisors. CCSO believes supervisors should not be treated as an afterthought when improvements are made to employee compensation and leave benefits.
Correctional supervisors shoulder tremendous responsibility every day. They lead staff, make critical operational decisions, and are held accountable for the safe and secure operation of California’s correctional institutions. There is no justifiable reason why improvements in compensation and leave benefits should be provided to rank-and-file employees while excluding the supervisors responsible for leading them.
For decades, CCSO has been the premier organization advocating exclusively for California’s correctional supervisors. Time and again, when supervisors have been overlooked or excluded from benefits and workplace improvements, CCSO has stepped forward to fight for equitable treatment. Our commitment has never wavered, and it will not waiver now.
CCSO will once again engage CalHR to advocate that these CTO provisions be extended to our SO6 supervisors. We believe our members deserve the same opportunities and flexibility afforded to the employees they supervise, and we will continue pressing CalHR until supervisors receive the fair and equitable treatment they have earned.
