CCSO INFORMATIONAL BULLETIN
Members,
The California Correctional Supervisors Organization wants to provide you with an update regarding the PORAC Insurance and Benefits Trust (IBT) programs.
Unfortunately, CalHR has informed CCSO that they are unable to add PORAC Dental and Vision to their enrollment system in time for the upcoming 2026 Open Enrollment period. Therefore, while CCSO members can enroll in the PORAC Health Plan during this year’s Open Enrollment, Dental and Vision will not be available for enrollment through the CalHR system at this time.
CCSO has been actively working with CalHR and CDCR to address this issue and ensure our members’ eligibility is properly recognized. We provided documentation from PORAC confirming that CCSO is a recognized member of the PORAC IBT and that CCSO members are eligible to participate in the PORAC IBT programs, including Health, Dental, and Vision.
Importantly, CalHR has not indicated that CCSO members are ineligible for PORAC Dental and Vision. Rather, they have advised us that the necessary system changes cannot be completed for the upcoming 2026 Open Enrollment period.
While we are disappointed that PORAC Dental and Vision cannot be made available for this year’s Open Enrollment, CCSO will continue working with CalHR and CDCR to pursue this issue and ensure our members have access to the benefits for which they are eligible.
We understand this may be frustrating for members who were hoping to enroll in the PORAC Dental and Vision plans this year. Please know that CCSO has been actively advocating on your behalf and will continue to do so.
For clarity: PORAC Health Insurance remains available for enrollment during the 2026 Open Enrollment period. The current issue applies only to PORAC Dental and Vision.
We will keep the membership informed as we receive additional information from CalHR.
