Telework Policy Update
In a series of meet and confer meetings and through other discussions, CalHR Labor Relations Division coordinated feedback from exclusive representatives, excluded organizations, and Department of General Services (DGS) stakeholders in the months following notice of a revised telework policy. Specifically, the revised policy modified conditions for reimbursement for telework. In addition, in response to concerns raised and in connection with the revised DGS policy, CalHR proposed a telework stipend program for telework.
The State Controller’s Office is working with departments on implementing the stipend. Eligible CDCR staff will start getting paid soon, likely early August. This will include retroactive stipends. There have been some technical challenges, but CDCR is working on paying the stipends as soon as possible.
CCSO Attorney Victory
Another victory for CCSO!! The department terminated a member and charged the member with failure of good behavior; discourtesy; unlawful discrimination/harassment and inexcusable neglect. The CCSO attorney attended the member’s Skelly hearing and conducted a post-Skelly hearing and negotiations with the CDCR attorney. The CCSO attorney filed an appeal and was able to negotiate a resolution favorable to our members without having to try the matter. In short, the member took a job demotion with the adverse action in their file for two years instead of three years.
Unsafe Housing for LAC Sergeant Strike Team
The CCSO office received communication regarding a matter that needed attention. Sergeants housed in the Lancaster/Palmdale area are having some issues at the hotel. It was reported that a room was broken into while a sergeant was asleep. On two other occasions, sergeants have finished work and arrived at their hotel lobby, where three individuals with ankle monitors were sitting in the lobby talking profanities while the sergeants walked across the lobby to their rooms. The second encounter was with another sergeant in the parking lot after arriving from work at 2200 hours. The sergeant was faced with the same situation from the lobby but outside in the parking lot. The sergeants asked why there were many individuals with ankle monitors around the hotel and were told that the state houses parolees in the same hotel. Upon becoming aware of this issue, LAC management took an active role in relocating the Sergeants to a safer location. CCSO is grateful to CDCR and all involved in fixing this problem.
Newsletter Correction
Our last newsletter contained a typo in the second paragraph wherein we stated SRNIIs would receive a 3% increase. The first paragraph correctly stated 2.5% for S17 (SRNIIs). The actual pay letter indicates 2.5% for S17.
