CCSO Annual Conference:
Registration Is Open for our 33rd Anniversary Conference. The celebration will be held at the Manchester Grand Hyatt in San Diego, from April 30- May 2, 2025. Our staff is already working hard to make this the best annual conference yet! We cannot wait to celebrate CCSO’s success and hope all Chapter Presidents will plan to attend.
CCSO will cover STB, lodging, travel accommodations, mileage, and per diem for the Chapter President, one local chapter board member, and one SRN II from each chapter.
CCSO Chapter Revenue:
Each chapter account has been fully replenished with an annual allocation of $2,500. This funding is designated to support chapter-specific needs, activities, or events throughout the year. Chapters may use these funds to organize member engagement events, purchase supplies, or address other operational requirements, ensuring the continued success and growth of their local initiatives.
SRN II Work Group Update:
The CCSO SRN II team has initiated monthly gatherings to address key issues impacting their classification. Led by State Board Member Javier Covarrubias, these meetings are becoming a hub for collaboration, innovation, and networking. Members are coming together to exchange fresh ideas and tackle longstanding challenges, fostering a united group of strong, solution-focused minds dedicated to improving their institutions.
Participation is steadily increasing, with a growing list of SRN IIs expressing interest in contributing to this initiative. These meetings are a testament to the power of collective effort, proving that meaningful change is possible, even in the most challenging environments.
CalHR Update:
Below is an update CCSO received from CalHR in reference to Excluded Employees Merit Salary Adjustments and Changes to Excluded Employee Holiday Compensation:
Pursuant to AB 1137, several statutes have been amended, providing changes for excluded employees relative to Merit Salary Adjustments (MSA) and holiday compensation.
MSA: Effective January 1, 2025, Government Code Section (GC) 19832 is amended and provides for an excluded employee to be informed in writing of a MSA denial 10 working days before the proposed date of the adjustment. An employee eligible to receive an MSA must meet the statutory standards of efficiency requirements to receive the MSA pursuant to GC 19832. The statutory requirement to provide an advance 10 working day notice must also be met. However, in the rare occasion where the advance notice of the MSA denial is not provided, this deficiency does not change the supervisor’s determination that the performance did not meet the statutory standards of efficiency requirements.
Department Human Resources Offices and managers and supervisors who are responsible for evaluating the performance of excluded employees as defined in GC 3513 must ensure that this notification of an MSA denial is made as defined.
Holiday Compensation: Effective January 1, 2025, GC 19853 is amended and provides for excluded employees who are required to work on January 1, the last Monday in May, July 4, the first Monday in September, Thanksgiving Day, or December 25 to receive compensation as follows:
• Excluded employees who are eligible for overtime payments under the federal Fair Labor Standards Act (FLSA) shall be paid one and one-half times their salary rate for all hours worked on the holiday and up to 8 hours of holiday credit.
• Excluded employees who are ineligible for overtime payments under the FLSA shall receive up to eight hours of holiday credit and four hours of informal time off.
Quarterly State Board Meeting:
On Friday, January 17, 2025, CCSO proudly welcomed the newly elected State Board members, State Secretary Chad Huckleberry and State Board Members Arturo Ramirez and John McAllister, at the 1st Quarter State Board meeting. The meeting featured in-depth discussions on key topics, including CCSO’s significant progress in legislative efforts, strategies for investing in the organization’s future, and the essential responsibilities of State Board members. Board members reviewed Robert’s Rules of Order and discussed revisions to sections of the bylaws.
