Update on Revised 2025-26 State Budget
We wanted to provide you with an important update following the release of the May Revision of the 2025-26 California State Budget and recent communication from the Director of CalHR.
Governor Newsom’s 2025-26 budget reflects a projected $12 billion deficit. To address this shortfall, the administration is proposing widespread cuts across various state programs, borrowing, and reductions to salaries and wages. Among the proposals is the closure of a state prison in October 2026. At this time, the specific institution has not been identified.
In addition, CalHR has notified us that, due to the severity of the state’s fiscal situation, reductions to employee compensation will be necessary. As a result, all bargaining units are being directed to return to the table to re-engage in compensation discussions. While some units have already negotiated, they are being called back to the table now to reevaluate the terms previously negotiated.
The Administration aims to achieve compensation savings through the collective bargaining process and has expressed a desire to minimize the impact on employees wherever possible. These matters will be addressed as part of their ongoing negotiations for successor contracts, as well as in response to previously agreed-upon terms that may no longer be fiscally sustainable.

Odd-Numbered Chapter Elections – Ballots and Appointments Update!
The Odd-Numbered Chapter Elections are officially underway! Election ballots have already been distributed to chapters that met the requirements to move forward in the election process.
Chapters that did not meet most or all of the necessary requirements will not proceed with elections at this time. In accordance with Article IV, Section 6 of the Bylaws, the following provision applies:
A nominee, including the incumbent, must receive a minimum of three (3) nominations to be placed on the ballot. If a nominee qualifies for multiple positions, the nominee must choose only one position to run for on the election ballot. CCSO headquarters will tabulate the four (4) highest-nominated members for each position who meet the nomination threshold. If no candidates receive at least three (3) nominations, the State President has the authority to appoint members to the chapter board.”
Chapter presidents for those chapters requiring appointments will receive a direct email later this week. The chapters receiving appointments are as follows:
