CCSO Members,
As your State President, I want to speak to all California Correctional Supervisors, Sergeants, Lieutenants, Captains, and beyond. You carry significant responsibility, but you also share something critical: you are excluded, employees.
As excluded employees, you are not part of a bargaining unit and do not have an MOU governing your wages, hours, or working conditions. This is by design. Under current law, supervisors are considered management and are not granted collective bargaining rights.
And that brings us to a serious issue.
Some organizations claim that Correctional Supervisors can obtain a true MOU simply by aligning with them. That claim is misleading.
An MOU is not something an organization can create on its own; it is the result of legally established collective bargaining rights. For that to change, the California Legislature would have to amend Government Code section 3525, the “Excluded Employee Bill of Rights.” Any such change wouldn’t just affect Correctional Supervisors; it would create an impact on all supervisors and managers employed by the State of California, regardless of department (CHP, Caltrans, and others).
A “carve out” that applies only to Correctional Supervisors is not realistic under the current structure. And if it were possible, it likely would have been accomplished many years ago.
Without that legislative change, an MOU for excluded employees is not possible.
So, when you hear promises of a guaranteed MOU under the current system, ask the key question: what legal authority makes that possible?
If there isn’t one, that promise is not grounded in reality.
The California Correctional Supervisors Organization (CCSO) takes a different approach. We do not promise what cannot legally be delivered. Instead, we focus on real advocacy, providing legal representation, pushing for equitable benefits and working conditions, and ensuring your voice is heard within the system as it exists.
Because in our profession, facts matter more than promises.
Stay informed. Ask questions. Align yourself with representation that is transparent about what it can and cannot achieve.
You deserve honesty, not false guarantees.

providing peace of mind in the event of an accident or injury. Custody staff can enroll for $36 per
month, while non-custody staff pay $35 per month. For more information, please contact the CCSO
Office, and our CLEA representative will reach out to answer any questions.
At the most recent CLEA conference, it was voted to implement a rate increase of $0.50 beginning in
July 2026, with an additional $0.50 increase each July thereafter—unless a motion is made and
approved during the April CLEA conference to stop the rise.
